Timothy “TJ” Lincoln

National Reconnaissance Office (NRO)

Mr. Timothy “TJ” Lincoln is a member of the Defense Intelligence Senior Executive Service currently serving as the Director, Mission Operations Directorate (MOD), National Reconnaissance Office (NRO) in Chantilly, VA.   He leads a 3,400 member team comprised of joint military, civilian, and contractor professionals at multiple operating locations.  Together they provide 24/7 critical overhead reconnaissance, intelligence, communications, and situational awareness to U.S. and allied policy, military, and intelligence leaders.  Mr. Lincoln is a native of Fulton, New York.  He began his government service career in 1989 as a commissioned officer in the United States Air Force working in Minuteman II and III launch operations.  He served over 30 years in a variety of assignments to include multiple command and staff positions.  Mr. Lincoln also served in remote and deployed locations and was a strategic planner for both Operations Enduring Freedom and Iraqi Freedom. 

Mr. Lincoln began his NRO career in 2010 serving as the Commander, NRO Network Operations Group where he was responsible for the operations, maintenance, and defense of one of the world’s largest Information Technology Networks.  In 2013, he served as the Commander of the Space Operations Group and Deputy Commander of Aerospace Data Facility East, Fort Belvoir, Virginia, where he led a team of over 1,800 personnel responsible for 24/7 operations of national assets worth more than $15 billion.  His expertise in complex global operations continued to grow as he served as the Principal Deputy Director, MOD for over 3 years before assuming his current role as Director in 2019.     

Mr. Lincoln’s steadfast leadership and dedication to the mission is taking the NRO operations team to new heights as they continue to be bold in leading innovative, adaptive, and dynamic operations to enhance NRO collection operations through crisis and conflict in the contested space domain.

Mr. Lincoln and his bride, Pam, have been married since 1991 and have three children.
