Captain Stephen R. Melvin has a Bachelor of Science in Mechanical Engineering from UCSD, and Masters Degrees from the US Naval War College, National Defense University, and the US Air War College.

Directly Commissioned as an Engineering Duty Officer into the Naval Reserve in 1998, CAPT Melvin’s operational tours included NR Assault Craft Unit 5, NR Naval Weapons Station Seal Beach Explosive Outload Team Detachments One and Two, NR Commander, Naval Surface Forces Pacific and the
mighty USS CURTS (FFG-38) where CAPT Melvin was the RC Officer-In-Charge and during which time,
CURTS was awarded the Battle Efficiency Award. He has the distinction of being the only Reserve
Component Member aboard to earn his Surface Warfare Officer Qualification during the ship’s 31-year
life. In 2013, CAPT Melvin was mobilized to OSD’s Periodic Review Secretariat where he served both as a Personal Representative (PR) working with two GTMO detainees and as the Deputy Department Head for the PR Department. As the Commanding Officer of the associated Navy Reserve Unit CAPT Melvin worked to transition the Active Component from USSTRATCOM’s Joint Force Component Command for Space, through the Joint Force Space Component Command, to stand up of USSPACECOM. While there, he served in a number of critical roles including Chief of Staff, Director J5, Director J4, J3 Chief of Staff, and Watch Crew Commander to stand up USSPACECOM’s Joint Operations Center.

In 2010, CAPT Melvin transferred from the EDO Community to the Surface Community. He is fully qualified as an EDO, SWO, and IWO. CAPT Melvin’s shore/staff tours include NR NIOC NORFOLK and NR SPAWAR 0466 where he had the privilege of becoming a plankowner on the MUOS Satellite Constellation. He has served as a policy action officer on the Joint Staff, J-6 Directorate’s Strategic Engagement Division. He assisted in the disestablishment of USJFCOM and the transition of the remaining functions to the Joint Staff. CAPT Melvin has served as the Space Cadre Advisor for the Navy’s Reserve Component, and is currently the lead for the Navy Reserve’s Space Cadre.

Captain Melvin has received a number of personal decorations and campaign medals. In his civilian career, Captain Melvin has been a safety, security and anti-terrorism consultant to government, corporate and municipal clients; author; senior planner for the Navy’s Cyber Fleet; and is currently a startup founder. He is married to the former Stephanie Nevin and they live in Colorado Springs, CO with their son.
